Even though a last-minute agreement could still avert the much-feared <em>no deal<\/em> scenario, we already know for certain that new customs requirements will enter into force in just a few weeks. To ensure a smooth flow of goods in the future, the British government has chosen to introduce the new customs regulations gradually.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For <strong>traffic from the European Union to Great Britain<\/strong> from 1 January 2021, it will be necessary to submit the export customs declaration together with the exit summary declaration to the customs authorities of the exporting country. On the other hand, UK import customs formalities can be deferred for up to 6 months for so-called standard goods. For controlled goods, however, the new import customs requirements will apply as early as 1 January. It will only be from 1 July that UK import customs procedures will apply to all commodity categories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For <strong>exports from the United Kingdom to the European Union<\/strong>, however, the situation is undoubtedly more complex. This is due to the fact that most of the new requirements will come into effect as early as 1 January 2021. First of all, the export customs declaration together with the exit summary declaration must be submitted by the British exporter to the local customs authorities. Furthermore, the carrier must ensure that the entry summary declaration is lodged with the European customs authorities prior to departure. The minimum advance notice time varies depending on the mode of transport: two hours in the case of ferry transport and one hour for the Eurotunnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another important aspect to consider is the so-called <strong>Kent Access Permit<\/strong> \u2013 a system introduced by the British government designed to avoid queues and delays at the Dover terminals. Carriers will need to ensure they hold all customs documents in order to obtain this permit, which is required to proceed from Kent towards the Port of Dover and the Eurotunnel terminal.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>From 1 January 2021, both manufacturing companies and carriers will need to be ready to face a series of new regulations regarding trade with the United Kingdom. In order to board ferries or the Euroshuttle, an import declaration in the EU destination country or the opening of a transit declaration (T1) is required. While for neighbouring countries the first option might be the most viable, we can assume that for shipments to all other European countries, transit declarations will be preferred. And here we touch upon the weak spot of future supply chains, considering that capacity limits among UK customs agents, particularly regarding their guarantees, could potentially lead to limited T1 availability and consequently significant delays.<\/p>\r\n<p data-path-to-node=\"5\">In addition to the customs developments outlined above, BREXIT will also have a major impact on a range of other issues, including product certification, obtaining licenses, as well as product marking requirements, to name but a few. We must naturally also consider the matters being discussed during these very days in negotiations between the United Kingdom and the European Union. Among these, the most relevant for us as carriers is undoubtedly the mutual recognition of driving licences. Indeed, a <i data-path-to-node=\"5\" data-index-in-node=\"540\">no deal<\/i> could make the use of ECMT permits necessary, severely impacting the number of vehicles authorised to travel within the United Kingdom.<\/p>\r\n<p data-path-to-node=\"6\">In any case, we are convinced that the only way to tackle these new trading conditions with the United Kingdom is to involve all parties in advance and clearly define the new responsibilities of each stakeholder.<\/p>\r\n<p data-path-to-node=\"7\">Here too, communication is key to success.
